Government Emergency Telecommunications Service (GETS)/
Wireless Priority Service (WPS) User Council

CHARTER

Purpose: Provide a forum for emergency service professionals from Federal, State, local, and tribal government, industry, and other national security and emergency preparedness (NS/EP) organizations to identify their requirements and participate in the continuing operation, implementation, design, and growth of the GETS and WPS.

Functions:

	Share lessons learned about the use of GETS and WPS and gain from the experience of others.
	Review and help develop procedures for administering and operating GETS and WPS to include:
			GETS/WPS service administration Service requests Eligibility and sponsorship Billing verification Fraud and abuse
	Discuss ways to embrace the entire emergency community and communicate the utility of GETS and WPS to this community.
	Present, discuss, and exchange information on future NS/EP telecommunications needs and potential technical enhancements to the GETS and WPS that may meet these needs.

Organizational Structure

	Sponsor:		OMNCS
	Co-Chair:		One Co-Chair will be from the OMNCS and the other co-chair will be elected from the members of the GETS/WPS User Council. The position will be held for a period of one (1) year minimum.
	Membership:		GETS/WPS Points of Contact (POCs) from NCS member organizations, emergency service professionals from Federal, State, local, and tribal government, industry, and other NS/EP organizations, and one representative from each of the GETS and WPS service providers.
	Meeting:		Quarterly
